Resolutions for May 9, 2018 - CIVITAS-STL

Here are the resolutions for the May 9th General Assembly session. The schools attending are Hixson Middle and Wentzville South Middle. The General Assembly will be at the Brentwood Community Center from 9:00 am until 12:00 pm. We will be posting resolutions as we receive them. Some of these might be rough drafts and will have changes before the session.

Resolution GA-01 May 9

Whereas Article 19 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”, and

Whereas Article 21, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to take part in the government of his country, directly or through freely chosen representatives.”, and

Whereas Uganda passed the Access to Information Act in 2005, but their people do not have access to the information they need, and

Noting that the Access to Information Act says that the maximum amount of days for an information request’s response to be delivered is 21 days. Many people find that they never get delivered, and

Concerned that officers and government officials act against the laws freely day to day, and

Whereas there are laws in Uganda that protest this behavior but the government does not follow, and

Discouraged that day to day payments in the Ugandan government are made under the table and secretly,

Whereas the Ugandan government is constantly described as non-transparent,

Distressed that Journalists, news anchors, and other press related professions are being slowly whittled away over the fact that they can’t access the information to do their job. Reporting on government activity has become harder and harder, and

Shocked that $4.5 million dollars sent to Uganda help fight AIDS “disappeared”, and

Alarmed that in 2018 28 anti-corruption activists were arrested, and

Upset that $12.7 million was stolen from the prime ministers office in 2012 that was going to rebuilding northern Uganda, the poorest area in the country,

Disgusted that Uganda ranks 151 of 180 countries in the 2017 transparency index,

Be It Hereby Resolved That The General Assembly: 

Solution

  1. The UN will create a program called the Government Accountability in Uganda Government Enquiry (GAUGE) that will focus on making the Ugandan Government much more transparent.
  2. GAUGE will do many awareness campaigns in Uganda to get the word out. The more people that know the better. GAUGE will mostly be in Kampala because it is the capital of Uganda.
  3. GAUGE will set up a website to report any non-transparent government activity within Uganda, like under the table trades or pay-offs.
  4. GAUGE will also monitor whether or not the Ugandan government is following their Access to Information Act.
  5. GAUGE will use this information to help citizens who are being or were treated unlawfully by the Ugandan government.
  6. GAUGE will also proceed to help citizens fund their legal cases against the Ugandan government.
  7. If Uganda does comply with the actions of GAUGE Uganda will have it’s dues lowered by $200 a month.

Cost

  1. The cost for the GAUGE plan should be relatively low. Awareness campaigns would cost about $300 for signs and pamphlets and other awareness raising items.
  2. Helping Ugandans fund their cases is expensive. GAUGE would help with per case $35,000. So if we were to help with 250 cases per year we would need $8,750,000.
  3. Together for 50 campaigns and 250 cases we would need $8,765,000.
  4. The GAUGE project will get their money from one, a donation area on the GAUGE project site. Two GAUGE will get the majority of their money from a 9 million increase on yearly dues.
  5. GAUGE will increase the top 50 richest nations dues by 180,000.


Program Review

  1. Every 2 years GAUGE will be evaluated to see if their processes are helpful. The GAUGE goals may also be adjusted.
  2. Every 2 years the GAUGE budget will also be reevaluated.

Resolution GA-02 May 9

Re.:                             Vaccines for Kids in Nigeria

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Shocked that 30 million children in Nigeria aren’t being vaccinated per year, and

Saddened that kids are dying because they cannot afford vaccines, and

Noting that only 23% of kids are vaccine per year in Nigeria,

Be It Hereby Resolved That The General Assembly: 

  1. We will ask Menactra, the vaccine company, for children vaccines for Meningitis because it is a common illness in Nigeria.
  2. We will also ask the UN for $2 million dollars to send 500 doctors to Nigeria for one year and for other expenses that are needed for this program.
  3. To make sure that the doctors we send give out vaccinations they will carry a sheet that they write down information about the vaccination like where it was given. They will have to have this paper signed by the children that are vaccinated and their parents. Then the doctors will then give this paper to a higher ranked doctor that we will pick before they go to Nigeria

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 16 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and found a family. They are entitled to equal rights as to marriage, during marriage, and at its dissolution.”, and 

Whereas Article 16 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Marriage shall be entered into only with the free and full consent of the intending spouses.”, and 

Whereas Article 16 section 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “The family is the natural and fundamental group unit of society and is entitled to protection by society and the state.”, and 

Whereas Article 28, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”, and

Aware that according to Dr. Sameera Al-Tuwaijri, more than 33 percent of all participants Y(women and men) were married when they were still children – but the rate of early marriage among Syrian refugee women and girls is 51.3 percent, and

Saddened that women have to live being illiterate and forced to marry someone, at any age, who controls every part of their life and gets to do whatever they want with her and her body. Also she may never see her family again, and

Imagine that you are a six year old child with a loving family. Then, you get stripped away to live with a man whose 30+ years older than you, that you’ve never met before. This man can do whatever he wants to do with you. Or imagine you are a parent who has to give away your child to a man who only wants money and sex, and

Fully aware that 30 countries allow this to happen with no laws against.

Deeply Concerned that young women are being forced to leave home and live with men they do not know, and cannot trust, and

Keeping in Mind that if a father wants to build a good relationship with their neighbors to keep a good business he can hint that he wants his teenage daughter to be the bride of their middle aged son

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will create a program called Women Against Arranged Marriage (WAAM). This will help stop Women from being forced into marriages they did not agree to.
  2. We will focus on helping Syria, India, Afghanistan, and Pakistan.
  3. We will do an awareness campaign to shine light on forced child marriages.
  4. The first step will be that WAAM will negotiate Bollywood movie studios to make public service announcements to go at the beginning of movies promoting a woman’s choice in marriage.
  5. Malala, already working with the UN on women’s rights will devote time to the right of women to choose their own spouse and to push for countries to pass laws for a minimum age of 16 to be married and to influence the culture of these countries away from forced marriages.
  6. Female Islamic clerics from Indonesia, the world’s largest Muslim country, that speak out against forced marriages in will travel to India, Syria, Afghanistan, Pakistan and educate against arranged marriage. (2,500 ea.)
  7. Negotiate with Lilly Singh, a world renowned Youtuber and Women’s rights advocate, to produce awareness videos, and donate a portion of her revenue to WAAM.
  8. Team with the UN to tell survivors stories about leaving forced marriages.
  9. We will also build 4 community centers in each country, 16 total, that includes classrooms for women and children to live and learn so they can get jobs, become literate, and recruit some of them to be a part of WAAM. (approximately 1 million a year to build and run) Within this we would have staff members and security.
  10. In order to fund WAAM, we will use a variety of methods to raise money. We will negotiate with Bollywood to donate .05 cents or 3 Rupees per admission to a Bollywood movie, 3.6 billion average yearly admissions to theaters in India alone would equal 18 million US dollars. We will also hold fundraisers mainly in Europe and North America organized by the United Nations, Youtube donations and a GoFundMe account run by the United Nations will fully fund and allow the expansion of WAAM.
  11. Create a survey for men and women in Syria, India, Afghanistan, and Pakistan to take now, in 5 years, and at our ten year mark. This would consist of questions asking about society’s view of women and personal views of women.
  12. The first evaluation period will be five years to check the effectiveness of the program and again in 10 years. After 10 years WAAM will use the data received to review if WAAM is making progress, make changes to the program to be more effective, or end the program.

Whereas Article 23 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Distressed that the unemployment percentage in Haiti is 40.6% (2016), and

Noting that Haiti’s capital of Port-au-Prince in recent years, has only had 113 open job openings for people in surrounding areas, and

Alarmed that the poverty rate in Haiti as of 2013 was 58.6%, and the extreme poverty rate is 24.7%,

Be It Hereby Resolved That The General Assembly: 

  1. The United Nations can create a business that focuses on trash collecting and potentially call it T.R.A.S.H which is an acronym for trash recycling and supplies in Haiti.
  2. Our time range for this project is about 4-6 months.
  3. The funds we would need for this new business to start would be around $1.8 million.
  4. We would need to build a new building to operate and organize the whole business, to get it started.
  5. We would need to send down a great business leader who can teach the citizens how to run the new business.
  6. We would give them a starting fund of $200,000, which is already included in the $1.8 million above.
  7. To generate funds for this program we plan to raise the dues of the top 10 paying countries by .25%.

 


Resolution GA-05 May 9

Re.:                             Removing Trash in the Pacific Ocean

Whereas Article 23 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to work, to free choice of employment, to just and favorable conditions of work and to protection against unemployment.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Concerned that All species fish, including species of game fish, can consume the pieces of plastic and other waste and the people who consume the fish will have a high chance of illness, and

Knowing that nearly 200 countries signed a U.N. resolution in Nairobi, to eliminate plastic pollution in the Pacific Ocean, a move some delegates believe will pave the way to a legally binding treaty, and

Saddened that eight million tons of plastic – bottles, packaging, and other waste – are dumped into the oceans every year, killing marine life and entering the human food chain, and 

Worried that there are 5.25 trillion microscopic pieces of plastic debris in the ocean. Of that mass, only 269,000 tons float on the surface, while some four billion plastic microfibers per square kilometer litter the deep sea, and

Aware that for many years, scientists have known that chemicals from small micro beads will move up the food chain as predators absorb the chemicals consumed by their prey. That’s why the biggest, fattiest fish, like tuna and swordfish, tend to have the highest levels of mercury, polychlorinated biphenyls (PCBs) and other dioxins meaning they are contaminated, and

Scared that high levels of mercury can cause brain damage and can come out in breast milk causing the child to have permanent brain damage, and

Be It Hereby Resolved That The General Assembly: 

  1. The United Nations will create an organization called Focusing On Ocean Trash (FOOT) that will work with countries that border and are in the Pacific Ocean.
  2. O.O.T. will focus on removing the existing trash in the ocean, creating awareness campaigns to stop plastic from entering the ocean, and creating better alternative for plastic items.
  3. Awareness programs in schools, sporting events, etc. We will also encourage famous athletes and actors to speak out for our campaign.
  4. Once our project takes off, we will have representatives visit schools to inform the children with information to get them more aware of how they are affecting the the Earth (to stop the problem at its roots).
  5. Encourage each country to put a 10¢tax or produce less of these items (in order) Plastic Bags, Straws, and plastic beverage
  6. We will supply people with boats, extra small mesh netting, to remove the plastic from the ocean at the top of the water column in the Pacific Ocean. Guide boats would direct the team of boats in the correct direction.
  7. After this we would encourage the country’s to give a tax deduction to those that helped with their boats and money.
  8. Once we inform people using our awareness programs, we will ask for donations to help fund our project.
  9. Along with encouraging countries to put a tax on the 3 most harmful plastic items, we will also encourage to put a 4-cent fee on all of the 3 harmful plastic items. (plastic bags, straws, and beverage containers).
  10. We expect to start seeing changes in the way that people think and act in around 5 years but to clean up the oceans it could take upwards of 30 years.
  11. Every year in June the organization will meet in Tonga’s capital, Nukuʻalofa to adjust and converse about our plans.
  12. Once this program expands enough, we will branch to other countries. For now we will just focus on one area.
  13. After we sift the trash from the top of the water column, we will ship our trash to Sweden where they will burn our trash for green energy. This will cost a small price but will make a big difference.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Alarmed that in Afghanistan, more than 1/10 babies die at birth, and

Noting that Afghanistan is the one of the world’s most dangerous places for a baby because they lack access to healthcare, and

Ashamed that Afghanistan lacks healthcare for women,

Be It Hereby Resolved That The General Assembly: 

  1. The United Nations will send Doctors Without Borders to Afghanistan to give infants and pregnant women vaccines and medical care.
  2. Our budget for this project is $2-3 million dollars from the United Nations.
  3. Our goal is to see less deaths between the ages: birth to 2 years old.
  4. The program should last around 5-10 years.
  5. Our overall goal for this project is to see a decrease in infant mortality rate by 40% in Afghanistan.
