Re.: Disarmament & Countering Proliferation of WMDs (Weapons of Mass Destruction)

Whereas the Preamble of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “As a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction”;
Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Realizing that biological and chemical weapons have the power to destroy the world many times over, and
Understanding that these powerful weapons must be controlled to prevent abuse and maintain peace between nations, and
Alarmed that the world’s weapon holdings equal to around 346,468,000, with the United States and China containing twenty percent of the total between them, and
Distressed that there are more than 30,000 nuclear weapons in the world, and
Recognizing that the United Nations must increase its involvement with global disarmament,
Be It Hereby Resolved That The General Assembly:
- The UN will place stricter guidelines on the trade and mining of essential minerals for the production and proliferation of WMD, such as uranium, to allow for more peaceful and nonthreatening interactions between countries;
- Member countries must control and monitor public knowledge of biological weapons, so as to prevent a global crisis in the form of the viral or bacterial infection and spread of such an infection across peoples and counties;
- The UN must encourage all sovereign nations to maintain their weapon supplies and militaries for defense purposes, and if necessary, measures may be imposed to halt trade with countries that present a present and real threat and refuse to comply;
- Further, an organization, like New Zealand’s own Public Advisory Committee on Disarmament and Arms Control (PACDAC), will be established to continue the moderation of the world’s arms and be able to act in response to a crisis or other situation requiring hasty and certain action.
