Re.: Counter-Terrorism Program and Dialogue

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and
Whereas Article 6 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to recognition everywhere as a person before the law.”, and
Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and
Noting that the National Counterterrorism Center reports that “over 11,500 terrorist attacks occurred in 72 countries in 2010, resulting in approximately 50,000 victims, including almost 13,200 deaths… The number of attacks rose almost 5% over the previous year.”, and
Noting that according to the same report, “more than 75% of the world’s terrorist attacks and deaths took place in South Asia and the Near East [which therefore] suffered a combined total of 8,960 attacks that caused 9,960 deaths.”, and
Noting that the United States Department annual “Country Report on Terrorism, “the number of Global Terrorism Facilities has been increasingly rising from 14,618 in 2005. The following year, for example, had a 40% jump, and similar statistics can be consistently seen from then on,
Noting that in relation to this information, the National Counterterrorism Center also supported this American statistic. In the same year (2005), there were over 11,000 terrorist attacks worldwide, resulting in more than 14,600 deaths with most of the casualties afflicting the Muslim world,
Noting that the general consensus in the world is that most, if not all terrorist attacks worldwide are caused by “Islamic terrorists,” this is far from the truth as the largest percentage of terrorist attacks by far come from Separatist terrorists, and

Noting that the United States permits the CIA and FBI permits interrogators to use “unconventional procedures as they try to get inside a prisoner’s head [such as] sleep [and food] deprivation [and] techniques intended to confuse, frighten or wear down a captive.” Case in point: the physical, mental, and sexual tortures of prisoners at Abu Ghraib Prison by the American guards of the prison center,
Be It Hereby Resolved That The General Assembly:
- Create a center in Riyadh, Saudi Arabia for the rehabilitation and care of persons influenced by the messages of terrorist groups. This would not be a torture facility, and would not therefore cause psychological damage or trauma to the “beneficiaries,” unlike the treatment that many receive at the hands of CIA and FBI “interrogators.” The administration at the center would focus on the individual needs of the residents and have dialogue and interaction to teach, essentially, that violence is never the answer. Through listening to and talking with the beneficiaries, therefore, administrators could help to rehabilitate the beneficiaries and also to discover what the initial allure of the terror group was, thereby better allowing the United Nations Counter-Terrorism Centre to more effectively find and prevent terrorism before it happens. In the final stages of the beneficiaries’ programs, the administration would assist them in re-entering society as productive members with businesses, families, and/or other responsibilities and integrate with society (with some monitoring). “The idea is simply to counter the appeal of radicalization, and replace it with an enlightened ideological appeal ultimately leading to the reintegration into family and society.”
- Develop Interfaith Dialogue to promote more cultural and religious peace within the next year. Essentially, these would be a series of conferences over the next few years (beginning in January 2014 at the UN headquarters) that would include important dignitaries from around the world (and representatives from the United Nations) in order to develop honest understandings of the tenets of various cultures and religions. As Saudi Arabia has previously proposed, these talks would be “entrusted with the task of promoting the values and morals that all religions espouse and pointing out that what binds humanity is far stronger than anything that the voices of hatred and division may wish to claim.”
- These programs will be funded by a 1% raise of dues for Canada, China, France, Germany, Italy, Japan, South Korea, Spain, U.S., and the United Kingdom as these are the top 10 nations that pay the highest amount of dues. Further “donations” will be requested from certain nonprofits such as The Red Crescent and America-Mideast Educational and Training Services, Inc. (AMIDEAST) by earmarking small percentages of their budgets for these programs. The estimated total cost of these programs 20 billion euros.
