Here are the resolutions for the April 21, 2023 General Assembly session. The schools attending are Hixson Middle and St. Raphael the Archangel. The General Assembly will be at the Creve Coeur Drury Inn from 9:00 am until 12:00 pm. We will be posting resolutions as we receive them. Some of these might be rough drafts and will have changes before the session.

Resolution GA-01 April 21

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and 

Whereas Sustainable Development Goal #13 is Climate Action, and

Aware that “as of December 2022, more than 36.5 million people are estimated to be affected by severe drought and more than 20 million people are estimated to face acute food insecurity due to the drought,” (IOM.), and

Concerned that “similarly, more than 16.3 million people cannot access enough water for drinking, cooking and cleaning across the Horn of Africa,” (IOM.), and

Notice that “More than 2 million people have been displaced due to the drought in the Horn of Africa,” (IOM.), and

Knowing that “about 5.4 million people are projected to face high levels of acute food insecurity between March and June this year of which 1.2 million people will likely be in the emergency phase,” (IRC.), and

Alarmed that this drought is slowly killing everything,” says Mahmoud. “First it ‘swept away’ the land and the pastures; then it ‘swept away’ the animals, which first became weaker and weaker and eventually died. Soon, it is going to ‘sweep away’ people. People are sick with flu, diarrhea, and measles. If they don’t get food, clean water, and medicines, they will die like their animals,” (OXFAM.) ,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will create a program called UNDEAD, the United Nations Drought in East Africa Department. It will help create sustainable farming practices and find new sources of freshwater in order to lessen the effects of droughts in East Africa. This will stabilize the region and decrease migration from East African countries.
  1. The purpose is to make the region more drought resistant and self-sustaining.
  1. This operation will take place in the East African countries of Kenya, Ethiopia, Somalia, Eritrea and Djibouti.
  1. The UNDEAD will promote best practices in agriculture for long term solutions to frequent droughts. For instance planting crops that can resist drought, diversifying the types of crops grown and planting high yield crops.
  1. The UNDEAD will educate farmers and citizens of the region on how to conserve water usage, and drill wells to access groundwater, as well as investing in community water sources and irrigation projects.
  1. The UNDEAD will begin to build a desalination plant in Kenya in the first year of the project and another in Eritrea in the second year of the project. The plants will run on solar power which will decrease the cost of producing and operating the plant during its lifetime.
  1. UNDEAD will partner with USAID which is already active in East Africa to create education programs and help distribute food and water to citizens affected by the drought in the short term.
  1. The costs will be covered by raising the dues of the 10 nations that pay the most dues to the United Nations by 2% raising approximately $38,000,000.
  1. The program will run 5 years to oversee the completion of the desalination plants and then review the program and decide if it should expand in the future.

Whereas Sustainable Development Goal #1 is No Poverty, and

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Knowing that 37% of Argentina is below the poverty line, and

Concerned that the rate is increasing every year by around 2%, and

Aware that people in Argentina are struggling to due to the inconsistency of prices and jobs from inflation and changes in unemployment, and

Horrified that over 8.5 Million people are in poverty, and

Concerned that the high rate of people in poverty can break down Argentina’s economy,

Be It Hereby Resolved That The General Assembly:

  1. In Argentina many of the people in poverty are because of the salaries they are getting paid. We are making more jobs in Argentina.
  1. We are partnering with Toyota and for every car sold they will donate $100 to Argentina so we can make more jobs. About 10.5 million Toyotas are sold each year. We will have $1,050,000,000 in the next year .We will lower payroll taxes for businesses, therefore there will be more people with jobs because then businesses will want to hire more people.
  1. After the first three months we will see how much the poverty rate has gone down by checking how much less people there have been in soup kitchens and homeless shelters.

Resolution GA-03 April 21

Whereas Sustainable Development Goal #14 is Life Below Water, and

Whereas Sustainable Development Goal #15 is Life on Land, and

Taking into consideration 50% of the plastic was a type used mostly in water bottles and 36% came from a type of plastic used mostly in food packaging, and

Deeply concerned 8 million pieces of plastic make it into the ocean each day, and

Alarmed By 14 million tons make it into the ocean each year that’s 28 billion pieces, and

Realizing plastic in the ocean kills coral reefs, kills the animals that live there with the water pollution, Not having a home, or choking on the plastic, and

Noting With Deep Concern plastic pollution will increase by 40% if we do nothing, and

Keeping in mind up to 50,100 particles can be accumulated in an adult’s lifetime of microplastic ingestion, and

Taking into consideration a human consumes about 5 grams of plastic a week and plastics are a known carcinogen in human beings, and

Amazed that tourism is one of the most important economic activities in the Caribbean, contributing a third to a half of GDP in most countries,

Be It Hereby Resolved That The General Assembly:

  1. Model UN will create a program called Stop Plastic Pollution In Oceans Today (SPPOT)
  1. SPPOT’s goal is to clean up plastic in the Caribbean Sea and to stop plastic pollution in the Caribbean and then next in every ocean.
  1. SPPOT will operate in the Caribbean Sea near the Bahamas then move around the Caribbean. The goal is to be able to eventually move to other oceans around the globe.
  1. SPPOT will explore different ways to package goods without plastic with the goal of banning some types of plastic packaging in 10 years in the Caribbean, including cruise ships.
  1. SPPOT will be in charge of a social media campaign to spread awareness of how plastic is killing the coral reefs, poisoning the ocean life and the people who depend on the Caribbean and destroying the tourism industry in the Caribbean.
  1. SPPOT will hire people from Caribbean nations to begin the cleanup process. It will consist of boat captains, laborers and divers to collect and dispose of the plastic pollution.
  1. SPPOT will cost an estimated $40 million a year. SPPOT will request that cruise ship companies that travel into the Caribbean Sea add a $4 Clean Up Plastic(CUP) fee to each ticket.
  1. SPPOT will create a logo that will show companies that support SPPOT and its effort to clean up the Caribbean.
  1. SPPOT will add the companies that participate in SPPOT to its social media advertising campaign giving free advertising to these companies promoting Caribbean cruise ship vacations.  Cruise Ship companies that participate will be able to use the “Custodian of the Caribbean” logo to show they are part of the solution of cleaning up plastic waste.

10. SPPOT will run for 3 years. Every 6 months SPPOT will evaluate and change the program to make sure it is working to make the Caribbean a model for cleaning up our oceans.


Resolution GA-04 April 21

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Affirming the Charlie Hebdo shooting, a series of terrorist attacks that shook France in January 2015, claiming the lives of 17 people, including 11 journalists and security personnel at the Paris offices of Charlie Hebdo, a satiric magazine. The deadly violence focused attention on the threat posed by militant Islam, but the response to the attacks by the French was generally one of solidarity rather than reprisal, and

Alarmed by the Brussels bombings in March 2016. On March 22, at least 34 people were killed and 190 wounded when three blast shocks shook Brussels: two at Zaventem airport and one at a subway station near the headquarters of the European Union. ISIS was quick to claim responsibility for the suicide attacks, which brought the city to a standstill, and

Taking into consideration Nearly 40% of Muslims surveyed across the 15 European countries said that they had suffered discrimination and harassment because of their ethnic or immigration background, and

Understanding that EU countries dues currently make up almost 40% of the UN budget and 2/5ths of the peacekeeping forces,

Be It Hereby Resolved That The General Assembly:

  1. United Nations will set up a program called SET (Stop European Terrorism) Its purpose is to stop/prevent terrorism in Europe.
  1. SETs goal is to stop terrorism throughout Europe area SET will create awareness about terrorism happening in Europe and the causes of terrorism within Europe.
  1. SETs main areas of focus will be France, Belgium, and Germany.
  1. SET will have a task force to investigate terrorist groups. SET will work with the Anti-Terrorism division of each nation and INTERPOL to identify groups and people that could cause a terrorist attack and who are behind the attacks and try to stop them.
  1. SET will educate people about the terrorist attacks. SET will create social media content focusing on extremist groups, hate groups, and outside disinformation campaigns.
  1. SET will create an advertising campaign recasting what a European is, focusing on inclusion, diversity, strengths of all people. The goal is to decrease the amount of Muslims in Europe that feel they are discriminated against and harassed by half (20%)
  1. SET will also focus on anti-fascist groups promoting hate and intolerance to decrease their influence in Europe especially among the youth of Europe.
  1. Due to the amount of money the EU already gives the UN (40% of the UN budget), SET will ask the UN to redirect funds from the EU to pay for SET’s estimated cost of $16 million.
  1. SETs timeline will be overall nine years and every three years the progress will be checked and evaluated to determine SETs level of effectiveness.

Resolution GA-05 April 21

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Alarmed that Nauru has the highest rates of type 2 diabetes in the world, 40 percent of its inhabitants are affected by the condition, and

Deeply concerned that according to a 2017 UNICEF report, 44 % of children ages 13 to 15 are overweight, and

Worried that 97% of adult men are overweight, a figure which is only marginally smaller for women, and

Alarmed that 65.6% of adult (aged 18 years and over) women and 61.4% of adult men live with obesity, and

Deeply worried that Nauru’s obesity prevalence is higher than the regional average of 31.7% for women and 30.4% for men and the highest in the world,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will begin a NOC program (Nauru Obesity Coalition.)
  1. NOC will fight obesity on the island of Nauru by shipping healthy food, building 3 community centers/gyms and bicycles to Nauru.
  1. Each Community center will cost $14 million to build, $60,000 to maintain for all 3, 6000 bikes will cost $3 million, nutrition education and advertising will cost another $3 million a year.
  2. The upfront cost will be $45 million that will be financed thru loans and bond sales and then $4 million a year thereafter. The yearly amount over 30 years will be approximately 6 million a year. We will gain the money by raising the dues of the 10 most wealthiest countries by 0.3% or
  1. The NOC Team up with Doctors Without Borders and the US Peace Corp to educate Nauruans about diabetes, healthy diets and personal fitness.
  1. This program should help Nauruans maintain their weight by teaching them to eat healthy and maintain exercise habits.
  1. We made NOC so that it would last through 2050 in order to instill and maintain a healthy living lifestyle throughout the generations of Nauruans.

Resolution GA-06 April 21

Re.:                             Assistance to Moldovan separatists by the Russian Federation

Whereas Article 13 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of movement and residence within the borders of each state.”, and

Whereas Article 13 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to leave any country, including his own, and to return to his country.”, and

Whereas Article 15, Section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states “Everyone has a right to a nationality,” and

Aware that one of Europe’s poorest countries has suffered months of political and economic upheaval due to the war in Ukraine, and

Alarmed that Russia is meddling in the internal politics of the independent country of Moldova with designs of recapturing its Soviet empire and sowing rebellion in Transnistria, and

Concerned that Russian backed citizens of Russia, Belarus, Montenegro and Serbia, who are entering Moldova and attempting to flare up protests to change the legitimate government to an illegal government controlled by the Russian Federation, and

Alarmed that 1,500 Russian troops without the consent of Moldova are stationed in Transnistria may try to destabilize Moldova, and

Aware that secret documents from Russia’s intelligence agency, the FSB, contain a 10-year plan to make Moldova a pro-Russian state and puppet of the Kremlin like Belarus, and

Whereas Separatist with current ties to Russian intelligence, are seeking to stage and use protests in Moldova as a basis to manufacture insurrection and unrest against the Moldovan Government, and

Whereas Russia has launched drones and fired missiles from the separatist region of Transnistria illegally using Moldovan and Romanian airspace to attack Ukraine,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will create an organization called Stop Transnistria – Russian Insurrection in Moldova Peacefully (STRIMP) The purpose of  STRIMP is to protect Moldova’s independence.
  1. STRIMP will coordinate with INTERPOL and the European Union to identify Russian and the independent country of Moldova and impose sanctions against their property, freeze their bank and Transnistrians who are illegally encouraging insurrection in accounts and to recommend criminal charges; if they have been found to break the law.
  1. STRIMP will coordinate with the CARTER CENTER to monitor elections to ensure there is no intimidation or attempts to disrupt elections in Moldova.
  1. STRIMP will mediate with the CARTER CENTER between the Moldovan government and the representatives of the province of Transnistria to create an agreement to respect the borders of Moldova and to keep it independent.
  1. STRIMP will create advertising on TV and social media promoting an independent and democratic Moldova free from outside interference and that the government of Moldova will respect the rights of the Russian minority within Moldova.
  1. STRIMP will recommend that all Russian troops and intelligence officers leave Transnistria by December 31st 2023. They will be replaced by UN peacekeeping troops. If Russia does not remove them STRIMP will recommend additional economic sanctions against Russia and the political and military officials in charge of the troops in Transnistria.
  1. In Moldova, Romania and surrounding former Soviet satellite countries STRIMP will create a website to track and fact check Russian disinformation in order to give people the facts of what is going on in the region.
  1. STRIMP will be funded by the European Union by adding a tax of one Euro on each person’s taxes every 5 years to fund an ongoing election monitoring system and promotion of democracy within Europe.
  1. STRIMP will be an ongoing project that will help European Nations have free and fair elections and to combat misinformation from outside sources.
