Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and
Appalled that only 39% of the rural population has access to safe water and sanitation in Vietnam, and
Shocked that Vietnam has 2600 rivers longer than 10 km, and that over two thirds of the population lives in one of the three major river basins. Using only 20% of the available water, and
Concerned that due to dirty and unsafe water conditions, rare and some even extinct waterborne diseases in America, are more than prevalent in Vietnam, to name a few cholera, typhoid fever, dysentery, bacterial diarrhea, and hepatitis A, and
Highly alarmed that 7 million people in Ho Chi Minh City receive 93% of their drinking water from two treatment plants one of which, where 7% of the water comes from overexploited groundwater that is polluted by seawater and contamination, and
Astonished that 663 million people across the world (1 in 10) lack access to safe water and every 90 seconds a child somewhere in the world dies from a water related disease,
Be It Hereby Resolved That The General Assembly:
- The UN will start a Program called, Clean Water for the Community (CWC) located in Ho Chi Minh City, Vietnam. From here the program will spread out reaching to other countries and cities with similar situations.
- Our nonprofit will work with WATERISLIFE, Water.org and the company LifeStraw to get supplies, donations, and help.
- CWC will set up a large headquarters in the city of Ho Chi Minh City. This will be the center for aid and research. Volunteers will be trained to use LifeStraws, and distribute them everywhere in Vietnam. LifeStraws are straws that filter up to 264 gallons of dirty water into clean, drinkable water. Lifestraws are lightweight, small, and relatively cheap and easy to distribute. They clean the water efficiently and enough so the chances of getting waterborne illnesses are severely decreased.
- While our first task will be to get clean water accessible to as many people as possible, as soon as possible, we know LifeStraws are not a permanent solution. Therefore, within our research center we will be hiring scientist to be on the frontline of developing clean water and ways to turn dirty water into clean, safe water. If this is even mildly successful we can hope and assume that we will be receiving donations from some of the richest countries and other top research centers. These donations will allow us to continue our work in looking for a way that is a clean and inexpensive way to turn large masses of dirty water with possible contaminants into clean and safe water to drink.
- To start our program in the first year we estimate our cost to be $25 million dollars. We estimate the building/research center to be approximately $12 million. With the equipment and the 100 employees working 12 months at the center on average $200 per month (almost ⅓ of an increase of the cities average pay) and the equipment and operating costs about $2.75 million we total $15 million. With the $10 million we have left about $6 million will go to handing out and purchasing life Straws. With an agreement from LifeStraw since they are made locally we are hoping to get each LifeStraw for $12 each allowing us to reach 500,000 people in our first year alone. With the remaining $4 million we will save in case unexpected problems come up in our inaugural year. Also about $500,000 of this, will go to starting groups in local schools and other community groups to raise awareness and help recruit volunteers and perspective researchers. Hopefully the rest of this money we will not have to use, instead be there as a safety net in case it is needed. To receive this money we will be raising dues the tops 10 wealthiest countries by 12%.
- After our first year we will project our budget to be around $8 million a year but by then the majority of our operating costs will come from donations from countries, other nonprofits, and through small donations made possible by a website that will be up and running as soon as this project is approved. After 3 years of CWC and if we are successful in reducing this clean water crisis for the individuals of Vietnam by 25% and closer to a way to clean mass amounts of water then we will continue our project and expand to West Africa and possibly build another larger research center in Northern Europe where we will request for more funds.
- In conclusion, we want to create a nonprofit, CWC, that will be a based in Vietnam with an ultimatum at the end of 3 years. We will have a temporary fix of LifeStraws and a support group sent to schools, community groups, and small rural areas to provide for safety and health as soon as possible. Plus, while we are trying to help them on a personal basis, top researchers and scientists will be looking for a cure that could save our national water crisis forever. We not only are helping our people, we are helping the economy by supplying Vietnam with more jobs, we are educating the youth, and we are striving to save our entire world. Please vote to pass this bill not only to help the Vietnamese but the entire world’s future.

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and
Deeply concerned that there are a known 15,695 nuclear warheads in the world, 93% of which belong to the United States and Russia, and
Fully aware that five Middle Eastern countries that are accused of possessing nuclear weapons., and
Recognizing that nuclear explosions damage or destroy land, severely burn people through thermal radiation, and spread over time ionizing radiation that can result in nuclear fallout, and
Recalling that the bombs dropped on Hiroshima and Nagasaki in 1945 destroyed the cities and killed more than 200,000 people within four months of the bombing, and
Emphasizing that steps have been taken by several countries to limit or completely abolish nuclear weapons, and
Angered that some countries have done little to disarm or have instead looked into obtaining or creating nuclear weapons,
Be It Hereby Resolved That The General Assembly:
- The United Nations create the Nuclear Arms Abolition Division (UNNAAD). The main mission of this division is to further assist the United Nations Office for Disarmament Affairs (UNODA) by diplomatically working with the United States, Russia, France, and China (who collectively own 20,040 nuclear weapons, or about 97% of the ones worldwide, and have spent 89 billion dollars or more on nuclear weapons as of 2011).
- UNNAAD will negotiate disarmament plans with each government. Each nation can decide how to disarm and dispose of the weapons, but UNNAAD inspectors would meet with the government officials and inspect the silos and disarmament/disposal sites on an annual basis. Each nation will be assigned a team of 10 inspectors, for a total of 40 site inspectors. To insure unbiased inspections occur, inspectors will be hired from a variety of nations that are not involved in the program.
- If a nation is found having not kept to their plan for disarmament, the inspectors can raise the amount of nuclear weapons that they have to disarm per year and/or raise their dues to the U.N. by 10,000 dollars for every weapon they did not disarm that year.
- To provide funding for UNNAAD, we are requesting $40,904,000 dollars, which will be used as follows:
- $49,640 — 40 hazmat suits for the site inspectors
- $24,000 — 40 IPad Pro’s for the site inspectors to record data
- $40,000,000 — salary for an inspector is 100,000 dollars a year for 10 years
- $830,360 — remaining funds will go towards food, lodging, travel, and other necessities
- To raise money for UNNAAD, we will raise dues of the ten nations that pay the most dues by 2.2 percent, which would raise $42,423,862 dollars (more than enough money).
- UNNAAD will last for ten years. The goal of the program is to decrease the amount nuclear weapons held by participating countries by 20 percent, or disarming 4008 weapons.
- If successful and re-chartered, UNNAAD will expand to include the United Kingdom, Pakistan, Israel, India, and North Korea. At that point, more resources will be needed and funds from the UN will raise.

Whereas the first human right that supports our resolution would be Article 25 section one. This states that “Humans have the right to the things they and their family need to have a healthy and comfortable life including: food, clothing, housing, medical care, and other social services.” They do not have these rights when people are getting rid of the forest because that leaves animals shelterless. That leads to endangered species which leads to low food supply, and
Whereas The next would be Article 27, section 1 which states you have the right to participate in the cultural life of the community. You can’t do this if all of the trees are gone. Which leads to animals being gone because they don’t have a place to live, and
Alarmed that between 1990 and 2000, Madagascar lost an average of 66,900 hectares of forest per year, and
Shocked that is a rate of .49% per year, and
Dismayed that the average Madagascan family uses approximately 100 kg of fuelwood per month, and they are just getting rid of it,
Be It Hereby Resolved That The General Assembly:
- The United Nations will start a program that looks out for deforestation and provides homes and important supplies to the people who are forced to cut down forests to earn a living.
- It will do this by building facilities in areas that have a great deforestation rate in the country of Madagascar.
- These facilities will provide free education for lumberjacks and any interested people on how to crossbreed trees to find or create faster-growing different trees.
- These varieties of trees will then be planted in nearby facilities and used to replace the trees that were cut down
- These facilities will be staffed by recent graduates of universities from the top 25 GDP countries in the UN who major in botany and biology. These graduates’ room and board will be paid, and up to $75,000 of their student loans will be paid by the program. Alumni of this program will also be employed.
- If there is no improvement shown the project will be canceled.

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and
Alarmed that air pollution is killing about 4,400 people a day in China and about 1.6 million people in China die from heart, lung, or stroke problems each year, and
Shocked that more than 90% of China’s cities, 360, failed to meet national air quality standards between January 2015 and March 2015, and
Dismayed that 17 percent of all deaths in China are a result of air pollution, and
Recognizing China as the largest producer and user of coal derived electricity in the world, and
Aware that most people in China’s major cities must wear masks when outdoors to protect themselves from the harmful pollutants in the air, and
Realizing that soon the contaminated air could travel to other countries in the world, including South Korea, Japan, Russia, India, the United States, Mongolia, and others, and
Acknowledging that the pollution could soon affect international trade with other countries due to a worsened economy, including countries such as, Belgium, the United Kingdom, the Netherlands, the United States, Canada, France, and others, and
Deeply concerned that the Chinese government has done little to stop the problem,
Be It Hereby Resolved That The General Assembly:
- The United Nations will create the International Taskforce on Pollution (ITP). The goal of the ITP is to reduce East Asian air pollution, including carbon emissions.
- To resolve the environmental crisis in the People’s Republic of China, the ITP will set up six zones, where groups of scientists and engineers, employed by the ITP and highly trained by UN experts in environmental studies, will monitor and enforce universal pollution laws that have been outlined by the Paris 2016 summit (COP21) and the 2015 UN Climate Change Conference. Also, the People’s Republic of China would follow the regulations set by the United Nations Framework Committee on Climate Change (UNFCCC).
- AQI is a system that reports how clean the air is and the possible health effects of the air. These zones will be in the Hebei Province (404 AQI), the City of Jinan (326 AQI), City of Zhengzhou (419 AQI), the City of Tianjin (291 AQI), the City of Beijing (196 AQI), and the City of Shanghai (132 AQI). The zones were chosen because they have the highest Air Quality Index (AQI) levels. All of these zones are in the ‘Unhealthy” to “Hazardous” range, the three most extreme groups.
- The staff in the Hebei Province will be given fuel efficient cars to be used for transportation in and around the specific zones. Transportation will improve coordination and allow the employees to move around the zones, which would allow more work to be done. The staff in the other zones will use public transit. This is a total of three cars, which will cost an approximated $75,000 USD.
- The ITP highly recommends that the People’s Republic of China sets aside money to improve infrastructure, reducing road congestion, allowing for less carbon emissions.
- The government of the People’s Republic of China will be asked to provide about 75% of the expense for the cost of communications, lodging, and food for the workers.
- The ITP will employ ten staff members per zone with necessary equipment and ample pay of at least $58,500 USD per person per year. The cost would be approximately $580,000 USD per year per zone.
- To promote community support for reducing air pollution, the ITP will use Chinese social media sites and public advertisements to promote conservation efforts. The ITP will employ five full time workers working on the public relations initiative. They will be payed $58,500 USD per year, coming to $292,500 USD per year. To supply the workers, each will be provided with cell phones and computers, and office facilities, which will cost $50,000 USD. Unlimited internet access will be provided by the People’s Republic of China. The ITP will request that the cost of lodging and food will be underwritten by China.
- The ITP will create a mandatory amount of 0.01% of the country’s total GDP, to be set aside by the government annually for future sustainable development. This would include the building and promotion of hydroelectric, solar, and wind power.
- The ITP will establish a limit on carbon dioxide emitted by commercial buildings each year. If this policy is not followed, the owners of these facilities will be initially fined. If a building fails to pay the fines, then the fine will grow, or the company’s goods will be boycotted.
- After three years, the UN will gradually put in place greater emissions inspections on cars imported and exported from the People’s Republic of China. The emissions test will include, the miles (or kilometers) per gallon, the amount of CO2 emitted over a one-month period, and fuel type.
- This is to be a five-year program, that will cost about $20,000,000 USD. Given that air pollution poses a threat to many countries, the success of this has a wide application. Also, because China is a big contributor to climate change, reducing air pollution in China might also reduce global warming.
- Funding will come by raising the dues of the top twenty-five richest (in UN member dues paid) UN member nations by 0.5%.

Whereas Article 27, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.”, and
Whereas Article 28, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”, and
Whereas the Black Rhino population has decreased due to illegal poaching for their horns, and
Whereas the Black Rhino horn is used as a decorate dagger handle, and
Whereas there were 448 Black Rhinos were killed in African in 2011,
Be It Hereby Resolved That The General Assembly:
- The United Nations create the Rhinos Have Rights Association (R.H.R.A), believing that rhinos have right to life, and the people of Kenya have rights to practice their cultural beliefs, and wild life is part of their everyday lives, our goal in this group is to stop illegal black rhino poaching in the country of Kenya.
- The R.H.R.A will be working from Kenya to stop this black rhino trade. A fund will be created to provide salaries to create a park ranger patrol to stop poachers from harvesting black rhinos. Park rangers could potentially be hired from those who might have been engaged in poaching.
- We request that in order to raise funds to finance this program that the due of the top 10 highest paying dues members be raised by 1%. This would raise $1,928,357.
- The money would be used in the following way:
- $10,000 per year for 20 rangers–$200,000
- $800,000 for two helicopters, fuel and upkeep
- $150,000 training, equipment, weapons, communication equipment, clothing
- $500, 000 for 10 four-wheel drive vehicles, fuel and maintenance
- $278,000 for 4 small housing units for rangers
- After a period of 5 years the program will be evaluated to determine if the size of the black rhino population has increased. As a part of their job the rangers hired would be required to monitor the size of the rhino population. Present estimates of black rhino population range between 5,042-5,455 success of this program would be based upon an increase in the number of black rhinos to 5,750.

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and
Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and
Surprised that many demographic experts have estimated the number of Filipinos currently residing in the Philippines will reach to 101.4 million in 2015, and
Stunned that nearly half of the kids or families are unable to acquire the vitals to human life; many adults are unemployed, and
Appalled by the fact that many can’t provide for themselves due to lack of education as stated in Article 26 that many have the right to education and without education leads to what is stated in Article 25 which states you should have a clean home and adequate living standard, and
Realizing that 82.9% of the population in the Philippines are Catholic, and the Catholics believe that preventing the birth of a child is sinful and goes against the beliefs of the Catholic Church,
Be It Hereby Resolved That The General Assembly:
- The UN will use or build buildings and structures in the Philippines. The UN will start several services such as fundraisers, programs, and charities to help support the Philippines. A notable program the UN will start will be called PORT (Philippines Overpopulation Rehabilitation Team) and this program will help support the Philippines and import and export the vitals needed for human life.
- The first assignment of PORT is to create a work environment where teachers will be able to teach families about the devastating effects of producing offspring even though there are beneficial effects as well. The PORT’s main goal is to help those in the Philippines in their struggle with overpopulation and the right to their education.
- As already mentioned, PORT will help transport vital needs to those struggling and, under the UN’s aid, will help rebuild the Philippines’ economy.
- The most beneficial way PORT will make money is with a 50/50 raffle which will be full of prizes such as a new TV or a new phone. The money will be raised by buying the tickets, and using half the profit to buy the items which will be given to the winner. After the winner claims their prize the other fifty percent of the profit will be donated to the citizens in the Philippines.
