Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Concerned that in the last 10 years the melt rate of Antarctica has tripled, and Antarctica shrank by 18%, and

Appalled that rising sea levels are 60 times worse than scientists predicted in 2010, and

Concerned that 500,000 people are moving inland annually in Bangladesh because of rising sea water destroying their homes and farmland, and

Deeply concerned that climate change could kill half a million people annually by 2050 through heat related causes and food insecurity from droughts, and

Worried that 2015 was the warmest year ever, and the average global temperature has risen 3 degrees since the 1950’s, and

Aware that 9 of the 10 warmest recorded years have occurred since 2000, and

Emphasizing that the carbon dioxide emissions of the last 40 years have been stronger than the last 1,000 years, and

Alarmed that the United States is responsible for 80% of fossil fuels consumed every year, yet 37% of Americans believe that Global Warming is a hoax, and 64% don’t believe climate change will seriously affect their lives, and

Be It Hereby Resolved That The General Assembly:

  1. The U.N. will come up with a program called UNACT­­United Nations Abolishing Carbon Tracks) to help reduce carbon dioxide emissions in the world, and especially in the United States and China, and immediately begin helping those that will be displaced by rising waters in Bangladesh.
  2. UNACT will begin a program to build house boats. Since boats have been made livable for centuries, that means of safety will be used to the world’s advantage of plenty of water. These boats will first be placed on the coast of Bangladesh. In the meantime, in Dhaka, UNACT will begin setting up more camps for people whose homes and jobs have been destroyed by rising waters, and providing more provisions for the relocated people.
  3. UNACT will offer financial support to global corporations with a large carbon footprint to make their companies more efficient. If they reduce their carbon output by 15% within two years, they will receive world recognition in advertising. This will hopefully encourage other corporations to reduce carbon emissions,
  4. UNACT will find a medium sized city (about 700,000 people b/c a person produces about 12,000 kilowatt hours a year, so 700,000 people would consume 8.502 terawatt hours) in the world willing to cooperate to replace all of the city’s electrical power with solar power. The U.N. would buy enough solar panels for at least 1 gigawatt of solar created energy for the city. The city would be monitored closely for 3 years, and if successful at saving at least 50% of carbon emissions, at least one city would be similarly transformed annually for 25
  5. UNACT will help create “Solar Freakin’ Roadways” in cities/towns anywhere in the world who are interested. It will replace about 25% of the sidewalks, blacktops, roads, highways, etc. if the town is willing to share collected data. The town may opt to pay for more than 25% on its own, or even offer individual incentives to its residents. In exchange for data, the town and people would receive global recognition. After 3 years, the carb emissions savings will be compared to other cities of the world similar in size. If successful, UNACT will encourage “Solar Freakin’ Roadways” to become a global corporation that will provide incentives all over the
  6. UNACT will begin an international campaign to encourage inventions and further developments for creative carbon capturing. Some of the ideas already being considered for capturing carbon are artificial tree forests, sponges in exhaust pipes of vehicles, clothing, and special
  7. UNACT will also sponsor and recognize the creation of effective solar powered
  8. Through the advertising of new carbon catching products, solar powered cars, and other global endeavors to curb carb emissions, a global campaign to spread awareness and facts about Climate Change will be created to decrease the international denial. This will also include advertising of all the companies being recognized for their carb reduction To minimize energy production, this advertising will be done only through digital means. Also, UNACT will encourage Climate Change to be a more frequent topic in school curriculum across the world.
  9. UNACT will be funded in a variety of ways. Dues will increase by 8% for the top 10 carbon dioxide emitters of the world; China, United States, Russian Federation, India, Japan, Germany, Iran, South Korea, Canada, and Saudi Arabia.  For every 1% of their reduction of carbon emissions within 5 years, they will get a dues reduction that matches the percentage up to their original annual dues. Also, the top 20 for-profit corporations of the world, probably large carbon dioxide contributors, will be asked to start campaigns to have employers donate at least $1 per employee per paycheck to the UNACT program. In return, they will receive global recognition for their generosity. The more the companies donate, the higher their recognition level. So, even though they are higher consumers of energy, they would get positive attention for immediately helping the global attempt to combat Climate Change. Product creations for energy saving, including carbon capturing items, will donate 0.5% of sales to UNACT in exchange for promotion and advertising.
  10. UNACT will be a United Nations program with no expiration date, unless global warming is stopped sometime in the future.

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 6 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to recognition everywhere as a person before the law.”, and

Whereas Article 27, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Every has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author.”, and

Concerned that about 1,000,000 cyber-attacks occur every day, and

Emphasizing that there are 400 new threats per minute, and

Noting with deep concern that hackers find it acceptable to attack hospitals. The Community Health Systems having 4.5 million patient’s data hacked, and

Alarmed that the governmental files for the city of Detroit, in The United States, had all of their data stolen and ransomed for $800,000 American dollars.

Whereas there have been resolutions to protect women and children from cyber-attacks and there have been no resolutions that address helping countries protect or educate their officials and citizens, and

Whereas different countries including Estonia, The Republic of Finland, The People’s Republic of China, The Republic of Georgia, The United States of America, The State of Israel, and Canada have been attacked and important information has been breached,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will start a program entitled the Cyber Protection Task Force (UNCPTF).
  1. The program will work with 15 countries: The United States, Brazil, Spain, Italy, China, France, Turkey, Poland, India, Russia, Canada, South Korea, Taiwan, Japan, and Argentina (the top countries by number of attacks).
  1. The program will focus on educating people about the dangers of cyber-attacks and trying to prevent cyber-attacks. There will be 150 educators, 10 per country. Educators will inform adults about how to avoid being hacked and what steps to take if you are hacked. They will educate managers and administrators in major business’, healthcare systems and government facilities.
  1. To pay for the UNCPTF we are requesting $3,258,189. This money will be raised by increasing the dues of the top ten richest countries by GNI by 1.5%. This money will be spent as follows:
    1. Salary for educators will be $700 a month for 12 months, (higher than the national minimum wage) = $1.26 million
    2. 2 vans for each country is 20 vans = $614,100
    3. $45,000 to equip each educator with a uniform, laptop, and phone
    4. $61,700 to supply pupils with educational kits to learn from.
    5. The remaining money, $1,277,389 will be used for lodging, gas, and emergency situations.
  1. UNCPTF will last for one year. After the class the students will be asked to list new cyber security techniques or procedures that they learned. If 92% or more of the students have learned new information in the class, the program will be renewed for another two years.
  1. If the program is renewed, the program will focus on 15 additional nations; Germany, England, Mexico, Australia, Israel, Columbia, New Zealand, Northern Ireland, Romania, Hungary, Scotland, Wales, Saudi Arabia, and Belarus.

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Be It Hereby Resolved That The General Assembly:

  1. If we helped Uzbekistan out with money that could lead to get a tax on human labor. Meaning, people who support or does child labor or slavery. People should not be able to get away with human trafficking. Therefore, they must pay a price for child slavery. We also want to make a fine for anyone who is caught doing this crime. The fine will cost $100,000 dollars.
  2. By helping stop human trafficking, we need to fund an organization to make a tax law for any products made by human labor. Also to house and home all victims of this crime to help them learn and get them a home. This will help the children have a better chance to turn their life around.
  3. Our goal is to form a tax law and a place a fine, this will take approximately 4-6 years. To fulfill this goal, we have to persuade others to help fundraise money and send it to Uzbekistan and they will help.

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Concerned that in Niger, 75% or even up to 89% of girls marry before age 18, and 28% marry before age 15, and

Alarmed that Niger has the highest rate of child marriage in the world, and

Discouraged that girls who are married cannot continue their education, and have trouble finding employment, and

Appalled that girls are treated as sexual and domestic servants, often sexually or physically abused by their much older husbands,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will partner with the organization Girls Not Brides, providing health care centers for girls married and unmarried so they learn how to prevent
  2. The UN will help Niger begin schools for girls and provide high quality and safe education so young girls will understand the benefits of education and eventually improve the Nigerian economy with more educated adults and fewer babies being
  3. The UN will encourage Nigerian officials to raise the legal marriage age from 15 to
  4. The UN will promote global adoption of goats and other farm animals for Nigerian families to help boost the economy and keep families from pushing their daughters into marriage.
  5. Nigerian farmers will be given better farming equipment and tips on farming to increase income
  6. Since Girls Not Brides is an organization already operating in Niger, the United Nations can help without too much money Through global advertising, farm animals will be bought for families. The general UN operating budget will pay for the advertising.
  7. To pay for the estimated 5 million start­up costs to increase education among girls in Niger within 5 years, dues will be raised by 10% on the countries with the highest education rates: South Korea, Japan, Singapore, Hong Kong, Finland, United Kingdom, Canada, Netherlands, Ireland, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Article 29 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has duties to the community in which alone the free and full development of his personality is possible.”, and

Alarmed that it is predicted that between 2030 and 2050, climate change is expected to have a detrimental effect on general health, with 250,000 additional deaths per year. Most will likely be from malnutrition, malaria, diarrhea and deterioration of mental health from heat stress. (World Health Organization)

Disturbed that more people are displaced by climate change related environmental disasters than war, and

Concerned that as of 2015, island nations such as Kiribati have been officially rendered uninhabitable due to rising ocean levels, and

Distraught that there is currently no United Nations program to help prevent or ameliorate the effects of climate change, and

Disgusted that a total of one third of the carbon dioxide emissions produced since the industrial revolution have been absorbed by the ocean, damaging sea life and deteriorating the health of the Great Barrier Reef,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will start a program titled the United Nations Sustainable Energy Program (U.N.S.E.P.). The goal of N.S.E.P. is to give a means of energy production that may serve as a source of stable and renewable energy for Central Europe, thus lowering dependence on fossil fuels.
  1. N.S.E.P. will take place in the specific regions of Germany and the Czech Republic that are best suited for the placement of panels (and have a substantial need for alternative power).
  1. N.S.E.P. will create a stable medium through which renewable energy sources can be implemented in states that lack such resources. Specifically, it will give funding to the creation of solar cells in Germany and the Czech Republic. These cells will be solely monocrystalline, as they are significantly more effective to this scale than any other cell structure. This program will ideally take place in the warmest states in Germany and the Czech Republic, i.e. Baden­Württemberg, Rhineland­Palatinate, Hesse, Berlin, and Lower Saxony [Germany] and Bohemia [Czech Republic]. This is in order to give U.N.S.E.P.’s solar panels an environment in which they can work to their full capacity; these regions will both get more annual sunlight and have a higher average temperature yearly (monocrystalline solar cells operate slightly better in warmer weather).
  1. N.S.E.P. will distribute 45% of raised dues ($43,670,124.68 USD, 39,115,166.04 Euro) to the hiring and training of employees, 50% ($48,522,360.75 USD, 43,461,295.59 Euro) to the production and implementation of cells in the aforementioned states, and 5% ($4,852,236.08 USD, 4,346,129.56 Euro) to additional maintenance and inspection.
  1. In order to fund employment and production, we request that dues to the top ten UN contributors (The United States, Japan, France, Germany, The United Kingdom, China, Italy, Russia, Canada, and Spain) be raised by 5%. This will raise a total of $97,044,721.50 USD, or 86,914,806.26
  1. If U.N.S.E.P. is successful for 5 years, decreasing levels of carbon dioxide in the atmosphere from these areas by 6%, then we will spread U.N.S.E.P.’s efforts to reduce pollution in our atmosphere to other countries such as Poland and Slovakia as well as focusing additional dues (already collected) on maintenance of existing N.S.E.P. panel

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 2 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without any distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 16 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and found a family. They are entitled to equal rights as to marriage, during marriage, and at its dissolution.”, and

Alarmed that it is predicted that between 2030 and 2050, climate change is expected to have a detrimental effect on general health, with 250,000 additional deaths per year. Most will likely be from malnutrition, malaria, diarrhea and deterioration of mental health from heat stress. (World Health Organization)

Concerned that Nigeria has a law which calls for up to 14 years in prison for anyone who marries a member of the same sex, and

Deeply concerned that in Yemen homosexuals are frequently killed with no consequences, and

Alarmed by no laws in Russia prohibiting discrimination regarding sexual orientation, and

Appalled that a poll suggests 98% of the Nigerian population is against homosexuality, and 79% of Yemenis believe homosexuality is a crime punishable by death, and 75% of Russians believe homosexuality is morally unacceptable, and

Aware that Nigeria recorded 105 cases of violence against LGBT people in 2014, and many were acts of stoning people, and

Observing that people aren’t getting HIV treatment in fear of being outed or accused of homosexual acts, and

Knowing that in Russia homosexuality is considered a mental illness, and

Aware that same sex marriage is not legal in Nigeria, Russia, or Yemen,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations begins a program called “Teaching Sexual Tolerance,” or TST, that would include a world­wide campaign to promote tolerance of LGBTQ individuals, including sending people to Nigeria, Russia, and Yemen to talk in schools. They will begin in towns where homosexuals have most recently been
  2. TST will provide AIDs/HIV treatment to the masses through online purchases to protect personal
  3. TST will send professional protesters to all three countries to aid the pre­existing protesters of unfair treatment of LGBTQ people in all three
  4. Because the crimes have been most severe in Nigeria, TST will provide transportation out of Nigeria for LGBTQ people and help them start a new life in more tolerant countries.
  5. TST, maybe with the help of the protesters, will encourage the governments of all three countries to pass anti­violence
  6. This United Nations program will be funded by famous gay entertainers performing free concerts and shows, with all proceeds going to the Teaching Sexual Tolerance endeavors in Nigeria, Russia, and Yemen. Hopefully 15 million dollars can be raised within a year of beginning, which will be enough to send protesters and educators into Nigeria first. If the crimes against homosexuals end in Nigeria during the year of protesting and educating, the program will expand to Russia and
