Saturday, May 20th Civitas helped facilitate an activity created by students at Fort Zumwalt East. It was an interesting take of what the UN would do if there were a global pandemic. There are three parts to this page. Part 1 is brainstorming, Part 2 is a priority list, and Part 3 is the final resolution students came up with.
Part 1: Brainstorming
Initial actions to take:
- Quarantine and isolate virus
- Research for vaccine from original mice research
- Develop a blood test for screening
- Ground all flights (commercial only?) Need to get people home on government-regulated flights?
- Quarantine the city of Hong Kong
- Screenings/blood tests in Hong Kong area
- Protect coastal countries—close seaports
- Decide how to notify people and when
- Evacuate densely populated cities and relocate people to remote islands
- Or/also keep people where they are?
- Keep governments accountable in countries throughout the world
- Food and supplies to countries who need it
- Quarantine global leaders and their aides
- Continue shipping if people/ships pass screenings
- Rebuild nations that are destroyed through population loss
- Plan for infected people—do they have rights?
- Would there be priority for saving people w/higher skills needed?
Part 2: Priority List:
A—Highest
- Research for vaccine from original mice research
- Concentrated, global efforts to create a vaccine
- Develop a blood test for screening
- Decide how to notify people and when
- Keep governments accountable throughout the world
B—Second Highest
- Quarantine and isolate virus
- Food and supplies to countries in need
- Priority for saving people w/higher skills needed
C—Lowest Priority
- Ground all commercial flights
- Quarantine Hong Kong
- Protect coastal countries—close seaports
- Evacuate densely populated cities and relocate people
- Quarantine global leaders and their aides
- Rebuild nations that are destroyed through population loss

Establishing in the PREAMBLE the principles that apply in this resolution:
- Article 3
- Article 5
- Article 25
Stating in the PREAMBLE the problems that exist:
- Alarmed that a potential bioweapon virus escaped and the first reported case of infection has been recorded, and
- Knowing that the virus is blood born and airborne, and
- Aware that within a 7 day period those infected lose consciousness, develop animalistic traits/habits, and become cannibals.
Be it Hereby Resolved That the General Assembly:
- Concentrate and organize global efforts to research, develop and disseminate a vaccine and blood tests under WHO.
- Create a global funds bank for research and other funding needs through an increase in UN dues, making the funds accessible to any country like a “global health insurance.”
- Countries that benefit from a large part of the global funds must “repay” by providing something towards the conflict; i.e. nurses who will help with vaccinations.
- Screen everything that travels from country to country.
- A plan for flights will include a blood screening done for everyone on a flight prior to boarding.
- A plan for informing the world of this extremely dangerous virus. Do not use the word zombie, but warn people of the violent behavior from those infected. Do not mention possibility of rehabilitation to keep people from taking matters in their own hands.
- Employ peace keeping operations. If a government chooses not to comply, the UN must take responsibility and intervene.
