April 29, 2025 Resolutions

Here are the resolutions for the April 29, 2025 General Assembly session. The schools attending are Crossroads College Prep, Home School Network, and St. Raphael the Archangel. The General Assembly will be Forest Park Drury Inn (2111 Sulphur Ave, St. Louis, MO 63139) from 9 am until noon. We will be posting resolutions as we receive them. Resolution GA-01 April 29

Whereas Sustainable Development Goal #3 is Good Health and Well-Being, and

Whereas Sustainable Development Goal #8 is Decent Work and Economic Growth, and

Whereas Sustainable Development Goal #17 is Partnerships For the Goals, and

Saddened that the government hasn’t done anything to help even though they have received money and aid from other countries, and

Shocked that Libya has placed in the top 3 for the past 8 years for most human trafficking scoring 8.5/10, and

Noting that the government reports of human trafficking has stated that 68% of people in Libya have gone thru some kind of human trafficking, and

Concerned about alarming reports of the deteriorating living conditions of over 700,000 migrants in Libya,

Shocked that 67% of sex trafficking is done to girls under the age of 18,

Acknowledging that in August 2022 there were an estimated amount of 134,787 were internally displaced people and majority of those people were sex and/or drug trafficking,

Aware that despite the countries Libya and Nigeria being miles apart, ever since conflict in Libya, 2011, it has become a major route for human-trafficking and smuggling,

Be It Hereby Resolved That The General Assembly:

  1. Action Plan: Make higher security detention centers, make places with therapists and basic amenities accessible to everyone after they have experienced any type of trafficking. If trafficking victims make it to the detention centers there would be access to call the National Human Trafficking Hotline. If the people who tried to immigrate to the EU did not make it and had to come back to the detention centers there would be mini hospitals to treat their injuries.
  2. Budget/Funds: $2.5 million from Luxembourg, Singapore, Macao, Ireland and Qatar. We will ask 500k from each country we will locate these detention centers in Libya by the cities with the highest trafficking rates.
  3. Timeline: Our program will last 10 years. Every 2 years we will check in. At that time the program will be evaluated by the percent of people in Libya who have gone through any kind of trafficking.
  4. Evaluation: Right now it’s at 68% and if at the end it’s at 30% or less we will move to more countries.
  5. Expansion: We will consider its success and move it into Afghanistan, Yemen, and Eritrea.

Whereas Sustainable Development Goal #1 is No Poverty, and

Whereas Sustainable Development Goal #3 is Good Health and Well-Being, and

Whereas Sustainable Development Goal #11 is, and Sustainable Cities and Communities, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 17, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be arbitrarily deprived of his property.”, and

Knowing that Guatemala has the highest rate of homelessness in Central America, and Alarmed that 56-64% of the population of Guatemala live below the poverty line, and

Saddened that 50% of Guatemalans live in inadequate housing, and

Horrified that the housing deficit in Guatemala exceeds 1.96 million homes, and

Concerned that natural disasters, gang violence, and development projects displace thousands of people from their homes annually, and

Disturbed that a child is abandoned approximately every four days due to families’ inability to care for them,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will begin a program called EHIG (Ending Homelessness in Guatemala) that will focus primarily on providing citizens with immediate access to stable housing and supportive services such as counseling and job training. The country of Germany is planning to sponsor Guatemala in the program. EHIG plans to start by getting homeless people off the street and into a real house before anything else.

  2. EHIG plans to build 100 housing units in each city in Guatemala. These units will be 13 feet by 19 feet with a cement exterior, metal roof and door, one window, and basic necessities such as food, running water, clothes, and a bed. The units are meant to give families/citizens a stable place to live that supports their basic needs. There are 74 cities in Guatemala, so this will be 7400 housing units in total. It costs approximately $3000 to build one of these units, so it will cost a total of $22,200,000. We also will have to take volunteers to help build the houses along with construction workers, which will be paid $500 for each house, or $3,700,000 to cover the cost of every worker.

  3. Along with building housing units, EHIG plans to provide citizens with shelter while building is taking place. There are already around 300 homeless shelters in Guatemala, along with volunteers that are allowing homeless citizens to stay in their houses, which should be enough to give people a place to stay while their housing units are being built.

  4. As stated earlier, counseling and job training will also take place for those who want or need it. We have decided to partner with the Guatemala Housing Alliance (GHA) for this step. Their main goal is to pay for counseling and job training. They will be covering the cost of all citizens who choose to participate in job training and/or counseling.

  5. The entire cost for EHIG will be approximately $25,900,000. To cover this cost, we will raise the dues for the 10 nations that pay the highest amount of dues by 1%, which will raise $19,859,835. Because Germany is partnering with Guatemala in the EHIG program, they have generously offered to cover the rest of the cost, which is $6,040,165.

  6. EHIG will be tested for 6 months after all construction and work is completed. If the program ends up succeeding and citizens are satisfied with their experience, we will end up expanding EHIG to other countries that need our help.

  7. To determine how well the program worked, we will send out people to survey individuals who were involved in EHIG to the most populated cities in Guatemala: Guatemala City, Villa Nueva, Mixco, Quetzaltenango, Jalapa, and Jutiapa. With EHIG, the people of Guatemala will hopefully not have to worry about inadequate or nonexistent housing and the side effects that come with it. Hopefully, we will receive positive feedback for EHIG.

Whereas Sustainable Development Goal #3 is Good Health and Well-Being, and

Whereas Article 17, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be arbitrarily deprived of his property.”, and

Alarmed that Ukraine had an estimated 200,000 stray dogs and even more stray cats before the war even started, and

Frightened that in early 2023 the number of emergency rabies prophylaxis treatments administered to victims has surged more than 40%, and

Concerned that some animal shelters had to release their animals when the area they were in was under attack, increasing the stray animal population, and

Worried about the effects of stray animals on humans such as increase in certain diseases, animal waste polluting clean water supply, and increase in pests like fleas and ticks, etc, and

Surprised to find that Ukraine had one of the lowest vaccination rates for both humans and animals even before the war started (CDC), and

Upset that over a million dogs had been left homeless as of 2023 (WHO),

Be It Hereby Resolved That The General Assembly:

  1. Action Plan: Pets and Animals Welfare Shelters (PAWS) will build three animal shelters in Ukraine to house dogs and cats safely away from the ongoing war that Russia initiated within Ukraine. PAWS will build animal shelters near Lviv, Ternopil, and Rivne, which are in the western side of Ukraine far from the current conflict and near where people are fleeing to Poland, in case they need to surrender their animals in order to cross the border to safety. They will be built in the countryside surrounding these cities so that there will be plenty of space for the animals and away from the cities that may be targeted by war. The shelters will be staffed by local people and by people who are also displaced by the war. They will start as volunteers while we are getting the program going and then later be hired and paid. The shelters will have outdoor fenced-in areas for group play and each animal will have private indoor spaces for sleep and rest. The animals will be provided with clean water, food, toys, medical examinations, and vaccinations for rabies, salmonellosis, leptospirosis, and heartworm. The animals will also receive microchips, required for entry into Poland if their families are fleeing.  Pets and Animals Welfare Shelters (PAWS) will partner with Zoopatrul, who is already working to remove animals from war zones, and will transport them to PAWS’ shelters. Zoopatrul will work in conjunction with Vets without Borders to provide vaccinations. If the area becomes a target of the war, the animals will be relocated using the same transportation that the shelter uses to bring strays to the facility. PAWS would create a website with a section where pictures of suspected lost or abandoned pets would be posted, along with a way for people to get in touch and reunite with their pet.
  2. Funding: PAWS is asking for $1,925,000 USD and requesting the 20 richest countries pay $96,250 each. This money will be used for equipment, licensing, fencing, medical supplies, vet care, and building costs.  The cities will provide the land to build the shelters on a 99 year lease. Animals will be transported by train to the shelters at a cost of $20,000 U.S. dollars. Kormotech, a Ukrainian pet food company headquartered in Lviv, and The European Pet Food Federation (FEDIAF) will be donating food and supplies. Vaccinations, exams, and microchips will be provided by Vets without Borders.
  3. Timeline: We aim to have the 3 shelters established and fully operational in 1 to 2 years, assuming that the war environment stays stable.
  4. Evaluation: PAWS will check on the shelters and the surrounding area a year after they are fully established. If the rate of rabies in humans has decreased, and there are less reported stray animals by animal control facilities, we will know that our project is successful and will proceed with our expansion plan. 
  5. Expansion: If these shelters are successful, PAWS will first expand to build more shelters along the western border and expand to have training opportunities at the shelters for strays to become service and rescue dogs. We will expand to build small buildings along the border as close as possible to ports of entry with veterinary supplies and a vet on duty to vaccinate and microchip pets so they can cross with their families.  Next, PAWS would consider implementing this program to other countries with stray animal issues like Romania, Moldova, Kosovo, Pakistan, Morocco, India, or any other countries that are interested.

Resolution GA-04 April 29

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 13 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of movement and residence within the borders of each state.”, and

Whereas Article 29 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has duties to the community in which alone the free and full development of his personality is possible.”, and

Shocked that people are being held hostage. The governor could not escape the gang violence leading to him having to wait until there was an opening then having to secretly escape, and

Alarmed that government officials are being murdered: the president was murdered on July 7th, 2021 by the gangs, and

Saddened that nobody is helping, outside countries or the Haitian government, and

Aware that more than 80% of Port-au-Prince is controlled by the gangs causing thousands of people to flee from the area. Almost all of the guns were smuggled from the United States, and

Heartbroken that citizens are getting involved and families are being torn apart. Over 3,100 people were killed in a 10 month period due to gang violence,

Be It Hereby Resolved That The General Assembly:

  1. Find resources from countries willing to help and do the same with countries willing to deploy soldiers/government to take down the G9 family. (The G9 Family is one of the biggest gangs in Haiti.) Find new teachers and propose a new government plan where most officials are replaced so that the country is on a new slate. Find a new president and government replacements. If the G9 family is no more, gun violence will be down over 15%. The Haitian government can bring in help troops from other countries to assist in taking down the G9 family.
  2. $11,935,300 we will raise this by raising dues of the 5 richest UN countries.
  3. Starting in June, 1st, 2026 ending early 2027.
  4. If the murder goes down by 40% and an election happens on March 24th, 2027. successful and will be paused and reopened if further issues arise.
  5. During 2027 the program will bring the murders down 40% from the original number and eliminate big gang families in Port Au Prince

Whereas Sustainable Development Goal #3 is Good Health and Well-Being, and

Whereas Article 24 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Concerned that, as of 2023, living in India is expected to take an average of 5.3 years off of a person’s life expectancy, and

Alarmed that the average air quality in India was 147 which is “Unhealthy for sensitive groups.”, and

Worried that, in 2019, 17.8% of all deaths in India were because of inhaling too much unhealthy air, and

Saddened that, as of 2023, India’s most polluted city, Begusarai, was rated at an average 195 which is “Unhealthy.” It is quite close to “Very Unhealthy” which starts at a 200, and

Knowing that India has the 3rd worst average air quality in the world, and

Disappointed that, from 1998 to 2021, the annual pollution increased by 67.7%, and

Dismayed that, from 2013 to 2021, India contributed to 59.1% of the increase of global air pollution,

Be It Hereby Resolved That The General Assembly:

  1. Malta, with the help of the UN, will begin a program called BAQI (Better Air Quality in India.) The Knights of Malta will go to India and give out inhalers for people in India with asthma.

  2. These things will be purchased:
    1. 500,000 inhalers for 2 dollars each at a total cost of 1 million dollars.
      1. 5 large transportation buses that can carry cargo for 3 million each for a total cost of 15 million dollars.
      1. 50 small medical tents for 500 dollars each for a total cost of 25 thousand dollars.
      1. 150 foldable tables for 150 dollars each for a total cost of 22,500 dollars.

The total cost will be 4.0475 million dollars

3. For funding:

  • Cipla will be asked to donate the inhalers and, in turn, the project will refer to Cipla and will help advertise their donation, dropping the price to 3.0475
  • Dr. Reddy’s Laboratories will be asked to donate .455% of their yearly net income for l year to raise 3.0414 million dollars (in USD) to drop the price to 6,100 dollars.
  • India will be asked to pay for the rest of the money

    4. The action plan
  • In the first month, people and supplies will go to India
  • By the end of the second month, tents will be set up in different places in Begusarai
  • At the end of month four, supplies will be packed up and the station will move to another city.
  • Two months will be spent in each area until inhalers are deplenished (this should take around a year.)
  • If the plan is unsuccessful in the first round of inhalers, the plan will stop.
  • If the plan is successful, 1.5 million inhalers will be bought and the plan would continue until inhalers would be deplenished again.
  • If the plan is still successful, the plan will spread to the top five countries with the worst air quality.
  • The plan will continue for another 5 years after the plan being spread to other countries, and then BAQI will come to an end
