April 26, 2024 Resolutions

Here are the resolutions for the April 26, 2024 General Assembly session. The schools attending are Crossroads College Prep, Hixson Middle, and Lafayette Prep Academy. The General Assembly will be at the Creve Coeur Drury Inn from 9:00 am until 12:00 pm. We will be posting resolutions as we receive them. Resolution GA-01 April 26

Re.:                             Violence against women in Kyrgyzstan

Whereas Sustainable Development Goal #5 is Gender Equality, and

Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and

Whereas Article 8 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.”, and

Saddened that 90% of women are abused by their partner and they return to them right after, and

Shocked that 10,100 cases of violence are reported a year in Kyrgyzstan against women, and

Noting that in 2019 86% of women took back their complaints, and

Concerned that despite the new law in Kyrgyzstan about domestic violence, it is still widespread throughout Kyrgyzstan and neighboring countries,

Be It Hereby Resolved That The General Assembly:

  1. Action Plan: Start a hotline with 15 people working on a shift 24/7. Offer resources for the women with the support that they need.
  2. Budget: $2 million, My country will ask the 15 wealthiest countries.
  3. Timeline: 1 year to see how it’s going then decide from there.
  4. Evaluation: See if the women have decided to speak up against their abusers and if the number of cases drops by at least 25%.
  5. Expansion: Expand the program to Kazakhstan and Uzbekistan.

Resolution GA-02 April 26

Re.:                             The Return of Ukrainian Children Kidnapped

Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Sustainable Development Goal #3 is Good Health and Well-Being, and

Shocked that over 120,000-300,000 children have been kidnapped during the Russia-Ukraine war, and

Saddened that 545 children have been killed, and

Concerned that Russia is sending the kidnapped teens to a military program which makes them think they’re Russian and training them to fight in the war, and

Shocked Russia has forcibly transferred at least 20 thousand Ukrainian children to areas under its control, assigned them Russian citizenship, forcibly adopted them into Russian families, and created obstacles to their reunification with their parents and homeland, and

It is absurd that Russian soldiers would “ create orphans” and injure them, and have doctors taking care of them tell them to praise Russia. There is also evidence to suggest they are being trained to become Russian soldiers, which means they would be fighting the people they love, and

Russia Is committing war crimes by “ forcefully deporting” children and sending them to Russian homes to force them to be Russian citizens,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will begin a program called NCA (No Child Abduction). NCA will partner with Human Rights Watch to negotiate with Russia for the immediate release of the children.
  2. NCA will first investigate how many Ukrainian children have been taken, their names, and when possible, pictures. Once the database is created, we will work with Interpol to begin to search for the abducted children in Russia. Interpol and International Partnership For Human Rights (IPHR) will also initiate criminal investigations and bring charges against Russian officials. We will find Russian orphanages, government agencies and independent organizations within Russia to help identify missing children.
  3. In addition, NCA will use social media, TV, and ADS before movies, and hang posters/billboards in transportation hubs, for example, train stations and airports to spread awareness worldwide. The goal is that people will start to notice the severity of the problem. This social media program will last 3 years and be re-evaluated for its effectiveness.
  4. NCA will negotiate with Russia about returning the abducted children without consequences. NCA will give Russia 3 years to cooperate and return the children to their nearest relatives in Ukraine. If they cooperate with NCA, no warrants will be issued for individuals who cooperate, economic sanctions against Russian Oligarchs will be decreased based on their cooperation with NCA. Also, criminal kidnapping charges will be dropped for Russian officials who help Ukrainian children.
  5. Once we find the children, they will be taken to a UN relocation center where they will be deprogrammed and reunited with their nearest living relative in a secure area. Children without living relatives will be put in an orphanage and NCA will work with the Ukrainian government’s Department for Family and Children in Kiev (DFC) to find Ukrainian families to adopt the returned children.
  6. NCA with the help of the United Nations will set up an organization to negotiate a cease fire and a peaceful end to the war in Ukraine. The hope is that if the war is stopped children will be returned to quicker.
  7. The budget needed for NCA will be $29,700,000 for 3 years.

Each month with the website and campaign running will cost $7,000.
-7,000 per month x 36 months =$108,000
-We need 100 people running the social media campaign, $95,000 per year X 3 X  100 people =$28,500,000
-10,000 for gear per person, (laptop, phone, training, meals, fuel, etc)10,000×100=$1,000,000
-Unlisted costs are for emergencies and other essentials that may pop up.

  1. The 32 NATO countries will add $400,000 to their UN dues to pay for NCA.  Any left over funds will be put in a trust for the abducted children to use for education.
  2. NCA believes it is more important to find and return children as quickly as possible to prevent further brainwashing of Ukrainian children. The goal is not to punish Russians but to encourage their cooperation, appeal to their sense of decency. Their incentive to help the NCA is to not bring warrants for their arrest for Crimes Against Humanity to the International Criminal Court.
  3. NCA will last for as long as needed to bring all the abducted Ukrainian children back to their families in Ukraine. If no progress is shown in 4 years, NCA will be re-evaluated to increase their success in finding and returning Ukrainian children every 2 years until all Ukrainian children are returned.

Resolution GA-03 April 26

Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 28, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.”, and

Whereas Sustainable Development Goal #4 is Quality Education, and

Whereas Sustainable Development Goal #10 is Reduced Inequalities, and

Alarmed that over 70% of the adult population in South Sudan are illiterate, and

Deeply concerned about the progression and education rate, as 70% of women don’t attend school, and

Shocked that South Sudan is the 3rd least educated country in the world,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations creates a program called Parental Income and Education (PIE), that focuses on the income of families who aren’t able to send their children to school, and creates equal opportunity for children and adults to attend school.
  2. The United Nations creates and funds three schools, each school needing 26,651,3973 million dollars to open.
  3. Average annual income for teachers being $66,397 (4,742.64 x 12)
  4. Classroom setup and proper layout being $35,000 (500 per classroom x 7)
  5. Adding the costs for all 7 classes, being $101,397 (66,397 + 35,000)
  6. Square footage costs being $26,550,000
  7. Adding the total of the schools being $79,650,000 (26,651,397 (one school) x 3)
  8. Funding for all three schools being $79,650,000
  9. The top 3 richest countries, being Monaco, Liechtenstein, and Luxembourg, will be asked to donate $13,275,000 million dollars each towards PIE. This money will go towards building the schools and paying the teachers.
  10. Next, three sponsors will donate 10% of their sales towards rebuilding in case of destruction. Those sponsors being Amazon, Walmart, and McDonald’s will also help donate to PIE, donating to families in South Sudan so they can provide themselves, and their children education.
  11. The United Nations will check in three years after initiation of PIE, and if 30% of the population in South Sudan has gotten a quality education, then PIE will be continued and expanded to other countries struggling with literacy rates. If there is no improvement in literacy rate, more funding will be put in place towards PIE and educational buildings, as well as more distribution of money to other needy families.
  12. After three years of positive literacy rates from South Sudan, PIE will expand to other countries such as Mali, Chad, and Botswana. Then, the steps 1-5 will be repeated for those countries.

Resolution GA-04 April 26

Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and

Whereas Article 8 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.”, and

Whereas Article 9 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to arbitrary arrest, detention, or exile.”, and

Whereas Article 13 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to freedom of movement and residence within the borders of each state.”, and

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Noting that the Gaza destruction and displacement from Israel has widely impacted the population and the economic stability, and

Alarmed that 1.7 million which is almost equivalent to 80% of the Gaza population are displaced from their homes due to the destruction, and

Acknowledging that analysis studies show that 140,000 – 170,000 buildings have been completely destroyed along the Gaza Strip. That’s basically 50-65% of Gaza buildings in general, and

Concerned that there has been a hugely rapid unemployment increase for the Palestinians. Only 45% of Gazans were unemployed before the war started but it increased to about 79% of the Gaza population,

Be It Hereby Resolved That The General Assembly:

  1. My plan is to improve the Gazans economy and building structure so that Gazans could have some shelter. I also plan to increase the food, water, power and sewage supply system. Medical facilities would be installed too so that the Gazans that lacked medical attention could be provided with care and medicine.
  2. The budgets would most likely estimate from $500 million  – $1.5 billion dollars because of all of the medical supplies and nurses. Also because of the building equipment and builders being sent. Food, water and power were also included. I would send a request to multiple bordering countries and worldwide organizations of my representing country and the county that I’m trying to help and resolve. I would request them to send a reasonable budget to help the struggling country. I would explain to them the items that my country is trying to acquire for Gaza, Palestine.  4 million fleece blankets = $28,000,000    2500 testing water kits = $42,000, 500,000 squatting plates = $11,500,000, 3 million first aid kits = $7,200,000, 100,000 deworming tablets= $2,400,000, 1 million Wash and dignity kits = $130,000,000, 300,000 Handpumps = 95,700,000.
  3. This process would most likely take around 6 – 8 years to resolve and at least get the Gazans back on their feet, with shelter, running hospitals and more.
  4. If the majority of the population are in good shape with food and water and shelter and the hospitals and medical care are continuing to provide then I know that it’s been improving. If the Gazan community’s stabilization has increased by a small 30-40%. Then, I can continue hoping to increase that percent by 50 or 60%, hoping to get Gaza back in shape as much as possible.
  5. I would expand it towards more of Palestine and maybe Egypt and Jordan.

Resolution GA-05 April 26

Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and

Whereas Article 13 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to leave any country, including his own, and to return to his country.”, and

Whereas Article 22, of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.”, and

Whereas Sustainable Development Goal #16 is Peace, Justice, and Strong Institutions, and

Amazed that North Korean citizens are forced to have one of the 28 state-approved haircuts, 10 for men and 18 for women, and 

Saddened South Korea and North Korea have been at a cold war for 73 years, and

Alarmed South Korea does not have nuclear weapons while North Korea does, intimidating South Korea while also testing nuclear weapons near South Korea, and

Concerned access to North Korea is minimal, South Koreans and almost everyone else are consistently denied access to North Korea, and

Noting in 1953, North Korea, the United States (Controller of the South Korean Military at the time), and China all signed an Armistice agreeing to end hostility until coming up with a resolution to end the Korean war, which hadn’t happened yet. More recently, in 1991 North and South Korea signed a new Armistice to confirm and renew their previous Armistice known as the “Basic Agreement”. In 1996 the US and South Korea proposed a talk with China and North Korea to replace the Armistice with a peace treaty, which failed. While the Armistice has stopped any further wars between the two countries, it has not resolved their conflicts,

Be It Hereby Resolved That The General Assembly:

  1. The United Nations will create an organization called PIK (Peace in Korea).PIK’s goal is to negotiate a peace treaty between North and South Korea and create a framework for peace on the Korean peninsula.
  2. Countries involved: Bangladesh (negotiation and peacekeeping), North Korea, South Korea, China (funding only), US (funding only), Japan, (funding) India (Funding) Australia (funding) Russia (funding) UK (organization and funding)
  3. The first step is to create a framework that will guide the process. The goals include a peace treaty, normalizing interactions between the two countries i.e. opening embassies, and exchanging diplomats, setting up a trade delegation, and cultural exchanges. This would be between a 5 – 10 year timeline.
  4. To begin, PIK will get representatives from the UK and Bangladesh to come in and help with the negotiations. Both of these countries are good with peacekeeping, especially Bangladesh. The UK has a good relationship with both North and South Korea, as a result, the UK will be a good meeting place and common ground.
  5. The main goal of the Bangladeshi troops is to replace all other foreign soldiers on the peninsula.
  6. The ultimate goal for long-term peace would be for peace treaties between the US, China, Japan, Germany, and Russia to guarantee respect for each country’s sovereignty and non-aggression upon the Korean peninsula.
  7. The UK and Bangladesh will also provide outside support for further transition between the two countries meaning they will go into Korea. Funding will be divided up equally between six peace partners, i.e. China, the US, Russia, Japan, Australia, and India with each country paying 20 million apiece.
  8. Budget: Peacekeeper one year: $17,136, two peacekeepers, one year $34,272, salary for all peacekeepers: $119,850,000.
  9. Timeline: After the negotiations, a peace treaty, and normalization of relations have begun PIK will be reevaluated to continue the mission for peace.

Resolution GA-06 April 26

Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and

Whereas Sustainable Development Goal #6 is Clean Water and Sanitation, and

Whereas Sustainable Development Goal #13 is Climate Action, and

Alarmed that Chad is most vulnerable to global warming. Considering  95% of Chad’s agricultural development relies on rainfall in steady supply for irrigation systems, and

Shocked 48% of Chad already lacks access to water in general, and

Concerned that only 18% percent has access to safe drinking water and sanitation,

Be It Hereby Resolved That The General Assembly:

  1. Solution: the top 15 richest countries will be asked to donate 1,000,000 to the UN Environment Programme (UNEP). In order to help build wells and water treatment centers in Chad.
  2. One treatment plant for every city in Chad along with at least two wells per village.
  3. This will hopefully supply Chad with a steady supply of safe water for farming and drinking.
  4. This will happen again after 5 years to support the building and ongoing of the project.
