Resolution GA-01 April 16
Re.: Brazilian Police Brutality
Submitted to: General Assembly
Submitted by: Peru
Date: April 16, 2024
Whereas Article 13 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to leave any country, including his own, and to return to his country.”, and
Whereas Article 25, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to a standard of living adequate for the health and well-being of himself and his family, including food, clothing, housing, and medical care, and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.”, and
Shocked that police brutality is mainly targeted on lower-class citizens, and
Alarmed that Brazil is the country with the second most killings and cases of police brutality,
Be It Hereby Resolved That The General Assembly:
- The UN will supply São Paulo and Rio De Janeiro with 22,041 GoPros, enough to give every police officer a GoPro. They will strap the GoPro to their chest or helmet while on shift. It will record them so we can ensure the safety of people.
- We predict that if our plan succeeds other countries will follow and do something similar to get their police brutality rates down.
- Raise dues one percent to the top ten countries in the UN and Brazil contributing as well.
- This will last at least three years: from 2027-2030.
- We know it will be success when police brutality cases drop by at least 30% percent.

Whereas Sustainable Development Goal #1 is No Poverty, and
Whereas Sustainable Development Goal #3 is Good Health and Well-Being, and
Whereas Sustainable Development Goal #8 is Decent Work and Economic Growth, and
Whereas Article 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”, and
Whereas Article 4 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.”, and
Whereas Article 26, section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.”, and
Whereas Article 26, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance, and friendship among all nations, racial or religious groups, and shall further the activities of the United nations for the maintenance of peace.”, and
Appalled that 41% of all teenagers in Guatemala, 13 to 18 years old are out of school, and
Shocked that Guatemala has the highest rates of trafficked children in the Americas, with over 800,000 children forcefully working in gangs and other organizations, and
Dismayed that children in Guatemala are forced by traffickers to beg, perform on the street and street vending, and
Realizing the trafficking industry of Guatemala brings in $1.6 Billion each year, which is 2.7% of their GDP, and
Be It Hereby Resolved That The General Assembly:
- The United Nations will begin a program called “Shelter Of Survivors” (SOS) which will focus in Guatemala. (The nation with the highest rates of trafficked children in the Americas.)
- SOS will work with the local governments within the largest cities in Guatemala, including Guatemala City, Quetzaltenango, and Jalapa in order to establish a group of shelter services for victims of child trafficking.
- SOS will create highly secure shelters for survivors and victims of child trafficking. These shelters will provide services for victims in order to meet the basic and more complex needs of these people. These services will include mental health, schooling, work training, mentorships, rehabilitation services, and training on how to identify trafficking.
- Survivors of Child Trafficking living at and participating in the SOS program will receive all necessary services in order to rehabilitate and assimilate a person back into society.
- To create SOS, we request that the UN raise dues for the 10 nations that pay the highest amount of dues by 5%. This would raise $99,299,179. We would spend a portion of this money on the infrastructure of the shelters, along with all necessary salaries and supplies that it will require to run the shelters successfully. The rest of the funds will go towards room and board, education, training, therapy, and rehabilitation services for around 400 survivors of child trafficking.
- Shelter of Survivors will last 3 years. If after this time there has been a reduction in child trafficking by 10% and a better outcome for survivors of child trafficking it can be renewed for an additional 5 years and expanded to other cities across Guatemala.

Re.: Child Abuse in Vietnam
Submitted to: General Assembly
Submitted by: Vietnam
Date: April 16, 2024
Whereas Article 3 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to life, liberty, and security of person.”, and
Whereas Article 5 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”, and
Whereas Article 25, section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.”, and
Saddened that 60% of children were reported abused in Vietnam, and
Alarmed that boys had a higher risk than girls of lifetime sexual abuse, and
Concerned that over 50% of students in Vietnam at the age of 8 have experienced bullying in schools,
Be It Hereby Resolved That The General Assembly:
- Create an educational program that informs people around the world, and especially in Vietnam, about child abuse. In addition, within the country of Vietnam, a phone line to call or report child abuse as well as a place to find resources will be set up.
- A group of investigators (50) will be assigned to investigate all reports of abuse. At the same time, 3 new shelters will be built in Vietnam. Children will be removed from the abusive situation and will be able to live in the shelter and attend school. There will be a total of 150 teachers/staff working in the 3 shelters.
- There will be an adult rehabilitation/therapy program set up for parents/caregivers. Adults will be required to attend, and upon completion, have the opportunity to be reunited with their children.
- The budget for this program will be $8 million dollars.
- 5 million dollars to build and furnish the 3 shelters (1.7 million for each shelter) Furnishings include everyday household items as well as school in a box, food, etc.
- 2 million dollars for salaries for all workers – 150 caregivers in the shelters and 50 investigators
- Additional funds not listed in the budget will go towards running the hotline and other essentials that pop up.
- We are asking that the 5 close friends of Vietnam (Cambodia, Thailand, Myanmar, Indonesia, and India) each contribute $1.5 million toward this project.
- This program will last for two years in Vietnam. If the child abuse rate decreases by 10% within two years, the program will continue and possibly expand to other countries that have a high abuse rate: Egypt, Mozambique, China, Argentina.

Re.: Migration to a Better Immigration
Submitted to: General Assembly
Submitted by: Belgium
Date: April 16, 2024
Whereas Article 14 section 1 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “Everyone has the right to seek and to enjoy in other countries asylum from persecution.”, and
Whereas Article 14 section 2 of the UNIVERSAL DECLARATION OF HUMAN RIGHTS states, “This right may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principals of the United Nations.”, and
Noting that sometimes, countries may send back people who are trying to cross through may get sent back to their countries of origin, which could be bad because they may be leaving their country of origin for reasons like war, human rights issues, or more, and
Alarmed that immigration routes are also deadly, in fact, One of the popular routes, The Mediterranean Route, has seen 3,129 deaths and disappearances since 2017, and
Saddened that people who immigrate face many problems. Such as discrimination or harassment, and unfair medical treatment. 25% of immigrants say they have been treated differently due to their insurance, which is also a problem,
Be It Hereby Resolved That The General Assembly:
- We want to create an organization called the Global Immigration Organization (G.I.O) This organization will provide resources to immigrants, make Immigration routes safer and/or make new ones entirely, and make negotiations with governments to provide safe and free/cheap passthrough with either walls, military guards, or more.
- Countries that want to fund will have a seat in the G.I.O representatives where they can decide things for immigrants worldwide.
- The G.I.O. will help immigrants by providing temporary housing. Your citizens can volunteer and donate as well to help with funding. To do this though, we have to spend money and get corroboration from the United Nations, and world governments.
- Our budget plan is for the wealthiest countries to pay a bit more than the poorer countries. These countries include The United States, Norway, Luxembourg, Denmark, Iceland, Germany, Finland, Canada, and France. This also includes The Kingdom of Belgium. The countries that are listed above will pay $495,000 each. This adds up to $4950000 in total. However, poorer countries will pay less.
- The countries that will pay less, if they choose to agree are Kiribati and Rwanda. Paying $200 each. This is $400 together and $4950400 in total.
- This money will go to multiple things. Some of them include, but are not excluded to:
- Hiring 2 project managers and letting them hire people (15 each).
- Hiring Construction Workers, and an Architect
SALARY:
- The average worker’s salary is at least USD $15 per hour. (for 10 years this will be $468,000)
- Project managers will get paid at least $20 ($823,000 for 10 years) per hour.
- 10 Construction workers will get a salary of $18 per hour
- Hiring an Architect for a salary of $57 per hour.
- Anyone can volunteer though. These people will not get paid.
- Pay increments can happen for all PAID workers by filling out a form at the G.I.O website.
5. We will start in 2026, and end in 2036. Our goal is to reduce immigration deaths by 10%. In that, we plan to help immigrants, negotiate with countries, and save at least 10% of immigrants.
6. We will know it is successful when immigration deaths are lowered by at least 10%.

Appalled that 25% of primary school aged girls are attending formal schools, and
Shocked that 65% of women aged 20 to 24 have not attended school at all or only have some primary education, and
Dismayed that the literacy rate for women is 36.2%, while the literacy rate for men is 43.8%, and
Realizing that 35.8% of women are employed,
Be It Hereby Resolved That The General Assembly:
- The United Nations will begin a program called “Traveling Teachers” (TT) which will focus in Somalia. (One of the nations with the lowest enrollment of women in school.)
- TT will partner with Galkacyo Education Center for Peace and Development, which was established in 1999 as a response to gender inequality in the Somali education system.
- TT will provide a group of educators that brings school to girls and young women in Somalia in order to eliminate the barriers of attending a formal school that most women face on a regular basis.
- TT will establish partnerships with the schools in Somalia so that after TT ends their residency in different cities in Somalia in order to move on to another city, the young women and girls will have an established school to attend.
- To create TT, we request that the UN raise dues for the 10 wealthiest nations by GDP, by 7%. This would raise $7,816,795. We would spend $1.2 million on the portable vans for the schools, and also for new supplies needed for teaching. $2 million would go towards teacher salary, and the rest of the funds will go towards paying for the teachers’ room and board as well as food and daily supplies for the children.
- Traveling Teachers will last 1 year. If after this time there has been an increase in the amount of young women enrolled in a formal school by 10% it can be renewed for an additional 5 years and expanded to other areas across Somalia.
